type='text'>DOROTHY LANKFORD RETIRES AFTER 27 YEARS OF SERVICE IN DISTRICT CLERKS OFFICE

At noon on March 31, dozens of clerks, supervisors, managers and others gathered in a surprise lunch to thank Civil/Tax Supervisor Dorothy Lankford for her years of dedication to Dallas County and to wish her well in her retirement.

Along with her husband and other family members, District Clerk Gary Fitzsimmons and Chief Deputy Virginia Etherly were present to present a framed certificate recognizing her contributions.

Trainers Melinda Thomas and Zereata Traylor-Hickerson planned the luncheon which featured a buffet lunch, cut-outs hanging from the ceiling of angels, which Dorothy collects, and a slide show capturing images of many of her colleagues.

She began her service in the County Clerk’s Office where she was steadily promoted until reaching the position of Assistant Manager of the County Clerk’s Civil Department. She accepted her current position as the District Clerk’s Civil/Tax Supervisor in 2005.

In her position, Dorothy says that she has enjoyed watching clerks grow in knowledge and realize it takes a team to get all objectives accomplished. Dorothy not only enjoys working with the clerks she supervises, but also takes pride in helping customers resolve questions and issues they may have. Says Dorothy, “Over the years, I’ve learned that to be a good supervisor and provide good customer service, I need to be a good listener as well as a good advisor.”

Having lost her mother when she was 15, Dorothy considers completing her education her greatest challenge and achievement. Returning to college at 40, Dorothy earned an Associate Degree in Paralegal Studies from El Centro College in four years, while working and running a busy household.

She earned a Bachelor degree in Legal Information Management 2002 from the University of North Texas, where she graduated cum laude, with a grade point average of 3.69. “I had a goal to achieve and I never gave up on my dream.”

Dorothy advised her clerks to always keep an open line of communication with workers and superiors, and to above all, be honest with themselves and others. She also shared her own experience to help her clerks find the determination to set goals and achieve them. “I encouraged all my staff to look at their work as a learning experience and as a path to growth.”

Based now in her new home in the countryside, Dorothy enjoys camping, fishing, sewing, needlework, and cooking. The mother of five children and three stepchildren, she is also a grandmother to13.

<a storage system.

At the invitation of Commissioner Mike Cantrell, Mr. Fitzsimmons described the process of going paperless in the civil, family and criminal courts and how the process will save taxpayers many thousands of dollars in the future by establishing efficient courts and effective records management.

The group, which also toured the Frank type='text'>CRIMINAL EMPLOYEE SPOTLIGHT - Tanya Varnado

Posted by: Marsha Bills

Tanya Varnado Has Worked Her Way Up Quickly With Hard Work and a Love For Helping Others

In less than a year, Tanya Varnado, who was hired as a subpoena clerk in criminal support, has been promoted to the position of bond forfeiture and cashier specialist to the position she now holds – criminal support specialist.
Working in a public environment in which customers can enter and exit freely has been an adjustment for Tanya after she worked in a large national bank in which customers were literally buzzed into her work area for security reasons.
“One of my biggest challenges I faced when I first begin working here, was not being accustomed to every one being able to walk into our office for assistance no matter who they were,” says Tanya. “This was completely different from the bank where we had to buzz people in order for them to be assisted. I thought that it was strange since I am working in the criminal section. But as time passed, I discovered that openness made a more personable experience for the customer as well as a welcoming atmosphere for the office as a whole.”
“Another challenge was getting some colleagues to realize that the concept of teamwork affects everyone,” adds Tanya. “I feel rewarded when I can be of assistance to anyone that needs my help, whether it’s in person or over the phone. I feel most rewarded when someone comes in or calls me and says an individual gave them my name or that another person sent some one to me. It feels good to know that my co-workers have that much faith in me that I am able to resolve whatever the issue may be and if I can't solve it personally, that I can point them in the right direction.”
“My mother is the strongest influence in my life because she has taught me so much, the most important principle being that if I treat people with dignity and respect no matter who the are and that is how I will be regarded,” says Tanya.
“Born and raised in Dallas, I have learned that the most important values are those school cannot teach: patience and understanding for whatever the situation is or the job you perform. You have to love what you do in order to stick with it,” concludes Tanya.
Tanya says her two daughters, 11 and 3 years old, keep her focused on life and what joys it brings just through the innocence of children. She loves to travel especially with her fiancé who competes in all types of body building and bench press competitions, which her mother and daughters attend as well.

HOME

FAMILY SPOTLIGHT - RACHEL MARTINEZ

Posted by: Marsha Bills

RACHEL MARTINEZ IS RECOGNIZED FOR HER WORK AFTER LESS THAN A YEAR IN FAMILY COURTS

In less than a year in the District Clerk’s office, Family Court Clerk Rachel Martinez has already gained a reputation for hard work and dedication to her role in helping Dallas County District Courts meet their challenges. Additionally, she is known as a compassionate and caring person in dealing with both colleagues and customers.
“Although there is an overwhelming amount of work to be done, I do enjoy interacting with the public,” says Rachel, who is currently support clerk in the 255th. “It's nice to feel that you have helped someone who is going through a difficult time. Just being warm and compassionate can mean the world to someone.”
“One challenge of being a court clerk is handling the multitude of documents,” adds Rachel. “So I am excited about the Digital Courts Project and its benefits. There will be no need to hold paper documents until files are located and the entire process will be changed for the better, alleviating much of the workload for the clerks and benefiting the public.”
Rachel says that her supervisor, Danitra Wilkerson, has been a valuable role model for her as she learned about the family courts and dealing with people. “I try to follow her example in being a positive person who goes out of her way to help people and to be as dedicated to my work as she is.”

“One thing that I've learned being a court clerk is that it requires a great deal of patience. It could become very frustrating dealing with the public answering the same questions again and again, so I remind myself that each one deserves to be treated with the utmost respect,” concludes Rachel. “I try to follow the golden rule and treat them the way I would hope to be treated in the same circumstance.”

Born and raised in Grand Prairie, she still calls the city her home. Married for more than 13 years, Rachel is the mother of three boys for whom she interrupted her career. Before she came to the District Clerk's office, she worked as a legal secretary until the birth of her first child, when she decided to stay at home and raise her children. She was also the full-time caregiver for her disabled grandfather.

Rachel has shown in her personal and professional life that she is committed to leading her life with a great sense of responsibility, integrity and compassion, which are all qualities that bode well for her success at home and in the courthouse.

HOME

District Clerk Welcomes New Deputies, Presents Service Awards at Frank Crowley

Posted by: Marsha Bills

On Thursday, January 21, 2010, District Clerk Gary Fitzsimmons welcomed Marissa Evans, a new deputy clerk shown in the photo, with the office’s blue mug at Frank Crowley.

<img style="display:block; She became a clerk in a civil court, then married and moved to Florida. In 1988, Gale rejoined the civil courts but left again in 1991 to work for a law firm. She returned to the District Clerk’s office in 1992 when she sent to the family courts then the juvenile courts where she began as a second clerk, then became chief clerk. Gale has now been the court trainer in the juvenile courts for nine years.

“Before I started working in the juvenile section I had no idea that so many crimes were committed by young people or that so many children were taken from their families,” says Gale. “I now have a bigger picture of the real world because I have learned so much here.”

Even though she has been in the same job now for nine years, every day is a different challenge because she must ensure that all clerks have information they need to perform their duties. Additionally, she works daily with attorneys to help them understand how paper work is relayed to the district attorney and judges.

“One of best parts of my job is seeing children adopted by families that will love them,” says Gale. “Adoption Day is a very fulfilling project that I have been apart of since its inception. It is inspiring and uplifting to watch all of adopted children with their new families.”

Born in Garland, Gale grew up in Palmer, Texas, a small town south of Dallas where she graduated. Additionally, she says she has learned a great deal about the legal world from working with so many attorneys and their staff, working together to make our court systems more effective.

Customer service, says Andra, has been both challenging and rewarding, as she has worked over the years to communicate with our customers, whether they are attorneys, paralegals, or others. Through her dedication to service and communication, she has made many friends from all walks of life and she considers these lasting friendships the greatest reward, along with those of her colleagues.

She leaves behind a legacy of her example of willingness to learn, be flexible and committed to always giving her best. She credits her solid example for those who follow in her steps to her strong faith, her loving family and a strong support system.

Born and raised in Nacogdoches, Texas, in deep East Texas, Andra is a licensed cosmetologist, the mother of one daughter, grandmother to one granddaughter and enjoys her special position as church counselor at High Praise Church of God in Christ. Asking questions, says Cynthia, has been a major part of her own success and she encourages every clerk she encounters to do the same.

Always ready to learn, Cynthia was chosen to teach others eight years ago when she was made trainer of clerks now serving 18 District Criminal courts, an enormous responsibility.

Her years as chief clerk in Criminal District Court # 3 helped prepare Cynthia to be an excellent trainer by demonstrating her excellence as a clerk to Judge Robert Francis, who now presides over a special program designed to help drug offenders redirect their lives.

Sadly, during her many years in Criminal courts, Cynthia has also seen the results of many lives destroyed by crime, but it is with the help of her friendships and faith that she continues to excel at serving and strengthening the courts
But also during those years, both as a clerk and trainer, Cynthia says she has encountered many unforgettable people and has created many life-long friendships and bonds. In particular, Cynthia cites her special relationship with lead court clerk Doris Godbold, whose humor about life in general even in the face of tragic circumstances at work, as one of those unforgettable people.

Born in Dallas and raised in Terrell, Texas, by her grandmother, Cynthia returned to Dallas where she graduated from Carter High School and attended El Centro College. Married for 26 years to Charles Bailey, she is the mother of Brandy, Syvondia and Charlene, and the grandmother of Austin. Cynthia loves to shop and cook, and is also involved in charitable activities and teaches Sunday school at Southside Church of Christ.

HOME

Trust and Accounting Spotlight - Shundra Young

Posted by: Marsha Bills

Shundra Young Balances Working on Her Masters
In Math While Working Full-Time and Being a Mother

Energy, enthusiasm and a constant smile are some of the outstanding characteristics of civil and family collections deputy clerk Shundra Young.

Shundra joined the department a year ago after moving with her family from Tyler, Texas, where she worked as a paralegal for four years. Both trainers have worked every day for more than a year to understand the goals of the Digital Courts Project and how to implement them.

With their knowledge of court process and clerks’ responsibilities, these two women have been key in the implementation of this major transformation of the way the District Clerk supports courts and its clerks process and manage documents. “Some customers didn’t understand the system at first and thought they wouldn’t like it, but as more people use the digital system, the more comfortable every one becomes with it,” says Zereata. Melinda adds, “The initial upheaval of getting all of the files ready to be scanned can be frustrating but clerks scanning the documents are doing an excellent job.”

Zereata began serving in the District Clerk’s office in 1989 in Records after earning a certification in business. Melinda began as second clerk in the 95th after having served as a supervisor at ARCO Solar based in Hutchins. Both she and Melinda have witnessed the transition of a system in which forms are written and case jackets are pulled by hand to one in which information is updated and retrieved by computer.

Melinda states, “When I began in 1985 we did every thing by hand and had only one computer per clerk's office that we had to share, and I had a typewriter on a very small desk, which left almost no room for files. I was always ready to learn new procedures, and now technology has completely changes the process, especially the speed with which we can handle our work.”

In her capacity as trainer, Zereata credits changes in evaluation methods for streamlining the process of assessing more accurately the capabilities of clerks as they progress from one level to the next. Melinda says that for her the greatest challenge is knowing when a new clerk totally understands the information she is teaching. “I feel I have done my job well when clerks feel confident enough to tell me that they can do something by themselves.”

On a personal level, during her two decades in the District Clerk’s office, Zereata has come to know and appreciate the understanding and help clerks offer and receive during personal crises. “We are like an extended family,” says Zereata. Melinda agrees that the District Clerk's office is like a family. “We don't always get along, but there is always someone there to talk to and help you when you need it.”

Born into a family of five children in Dallas, Zereata graduated from Hillcrest High School in 1979 and attended El Centro. Melinda was born in Kenmore, New York, and lived there until she was two, when her family moved to Corsicana, Texas. Melinda graduated from Wilmer-Hutchins High School in 1977 and attended Cedar Valley Community College.

Married to husband Tony for ten years, Zereata loves their dog Anna, enjoys decorating, cooking, hooking rugs, listening to music and likes listening to elderly people talk about life.
Melinda lives with her father and brother in the house where she was raised. Her sister lives across the street and Melinda loves spending time with her large extended family both here and in New York, as well as reading, knitting, crocheting, cross-stitching and sewing.

HOME

Criminal Employee Spotlight- VICKIE DENTLER

VICKIE DENTLER HAS SPENT TWO DECADES LEARNING
MANY WAYS TO SERVE CUSTOMERS AND COMMUNITY

On her birthday 23 years ago, Vickie Dentler was hired by District Clerk in the family records section, which was then located in the Old Red Courthouse. Since then, her experiences and skills have expanded to billing, investment clerk, criminal copy clerk and finally appeals section. Hired in the criminal area first as an expunction clerk, non-disclosure procedures were added to her duties. Additionally, she orders supplies for the Felony section of the District Clerk’s operations, a large responsibility.

Vickie says that one of her greatest challenges is processing the constantly increasing filings of expunctions and non-disclosures and staying current meeting deadlines in notifying affected agencies. Vickie performs these procedures while also assisting the general public, attorney walk-ins and customer on the phone.

“Scanning documents and notifying agencies electronically about expunctions and non-disclosures have made my job easier and enabled me to provide more efficient service to agencies, general public and attorneys,” says Vickie. “I strive to do my best and handle each case very carefully because I realize people’s livelihoods are in my hands. Their ability to obtain employment, housing, and other necessities is contingent on how I do my job, so I want to make it as easy as possible for these people. One of the many rewarding aspects of my job is knowing that I have helped many people get through difficult times.”

“My advice to any new clerk in any area would be to do whatever it takes to do the best possible, give the best service possible and to learn a lot about computer technology because that is such a large part of almost all jobs today.”

Born in Ft. Worth, Vickie moved with her family to Long Beach, California, then to Albuquerque, New Mexico, and finally back to Texas when she was nine. She spent the rest of her childhood in Lancaster, Texas, where she graduated from high school in June 1986.

“Seeing the evidence of mistakes other people have made in their lives every day has given me a more mature personal attitude as well as professional experience over the years,” adds Vickie. “My work has helped me treasure every moment I am blessed to have with my husband, daughter, family and friends.”

Her biggest joy is spending time with her husband, Richard, and her 16-year-old daughter, Kayla, and their pets. Vickie also shares numerous school and church activities with Kayla, including varsity volleyball and dance classes. Vickie is involved in The Promise Church in DeSoto, where she coordinates audio/visual operations services and participates in a praise and worship dance group.

HOME

Family Employee Spotlight- JEREMY COOKE

JEREMY COOKE DERIVES MEANING FROM HIS WORK
THROUGH DEDICATION TO SERVICE

It’s no surprise that Jeremy Cooke, deputy clerk in the landmark 302nd District Court, has been acknowledged for his part in the strategic team that has made this court the first paperless Dallas County family court.

“I have always believed that the greatest good can come by completely focusing on the needs of others,” says Jeremy. “Therefore, regardless of what I am doing, I am interested in helping those around me, without regard for their position, whether a judge, colleague or pro se client.”

“Working in the 302nd Court, I have been able to see my own hand included among others pushing open the door to the future of governmental recordkeeping,” continues Jeremy.

“We have been able to demonstrate the effectiveness of a new system of digitally-archived court documents, which is a major achievement. Her sense of humor, infinite patience and depth of knowledge make her an ideal representative of customer service for the District Clerk’s office.

After almost twenty years in the travel industry, Michele came to the District Clerk’s office five years ago. Since then she has quickly learned and mastered the intricacies of case management and dealing with the public.

“Michele has been a key team member in the implementation of the Digital Courts Project in the 101st,” says Civil Courts Supervisor Dorothy Lankford. “This court was the first civil court to go paperless and scan all efiled documents, which has been an enormous challenge. We have had to learn as we go and no one has been a better problem-solver than Michele.”

“The biggest challenge in implementing the digital system has been getting people to change the way they do their jobs,” says Michele. “The greatest reward is being able to view the actual document rather just the docket and notes, which enables us to assist customers with a much higher level of information.”

“Almost all attorneys are eagerly embracing eFiling and digitization of records, which provides much more efficient case and document management,” adds Michele. “And judges are enthusiastic that they will be able to see documents from off-site locations. This truly is a huge step in making our courts more efficient and convenient for attorneys and judges.”

Born in Childress and raised in Garland, Michele’s great loves include her Dalmatian Chloe and her cats Precious, Patches, Smokey and Sylvester. Her other great love is spending as much time as possible at her future retirement house in South Padre Island and every weekend in the summer at her shared lake house at Lake Palestine where friends congregate to play volleyball, water ski and enjoy the sun and water. “I’m happiest at either of these places, sharing them with my pets and friends,” concludes Michele.

Employee Spotlight- BARBARA BARTON

Posted by: Marsha Bills

BARBARA BARTON HAS BEEN PART OF HISTORIC CONVERSION
OF FIRST FAMILY DISTRICT COURT IN DIGITAL COURTS PROJECT

Barbara Barton, currently lead clerk in the 302nd Judicial District, has been an integral part of that court’s conversion to a paperless document and case management system. There is virtually no area of civil and family operations with which she is not familiar.

“There is no one more respected for her knowledge and skills in Dallas County than Virginia,” says District Clerk Gary Fitzsimmons who tapped Virginia earlier this year as his second in command. “Where ever she goes, I am absolutely confident that she will represent me with integrity, intelligence and poise.”

In the Commissioners Court ceremony, Virginia was joined by her husband, Arthur Etherly III, and her eldest son, Arthur Etherly IV. A host of current and past colleagues, from clerks to judges, crowded the aisles to attest to the affection and respect Virginia has earned in her distinguished career.

HOME

Supervisor Spotlight- CARLA BARCLAY

Posted by: Marsha Bills

CARLA BARCLAY CONTINUES HIGHER EDUCATION, BALANCING
HER BUSY SCHEDULE OF WORK, FAMILY AND COMMUNITY

Carla Barclay, assistant manager in the District Clerk’s Civil and Family Collections section, works daily with a motivated group of deputies whose goal is to strive for excellence while making customers its top priority.

This commitment to excellence -- as well as to her own continued personal and professional growth -- is instilled in Ms. Barclay, who was an executive administrator in the media relations department at Sabre Holdings, the parent company of Travelocity.com., prior to coming to Dallas County.

With a BA in criminology and criminal justice from the University of Texas at Arlington, Ms. Barclay will complete her Certification for Mediation from the American Center for Conflict Resolution in Lakewood, Ohio, in December. So this year’s District Clerk Thanksgiving food drive will benefit the Wilkinson Center, with a special bonus from the North Texas Food Bank.

Individuals may donate non-perishable food, such as canned or dried foods, or they may donate cash to the Wilkinson Center. For each dollar donated to the Center, the Food Bank will return $10 worth in food, enormously expanding the capability of the organization to help families, not just during the holidays, but in the months ahead.

Thousands of Dallas County residents are unemployed and have been unemployed with little hope of finding work. As a result, many middle-class working families are struggling to keep their homes, get medical attention and, most basic, feed their families.

“We may not be able to provide jobs, pay mortgages, rent or medical bills, but we can all spend a few dollars to help feed people in distress, especially children,” says Felicia Pitre, chair of the Benevolence Committee. “We urge each employee in the District Clerk’s office to give as much as possible to help our community at this time of unprecedented need.”

Deputies throughout the department can see their representative on the Benevolence Committee to determine the drop-off location for donations in each building or to arrange a cash donation.

HOME

DISTRICT CLERK COOKBOOK NOW AVAILABLE

Posted by: Marsha Bills

WIDE ARRAY OF RECIPES FROM CHILI CON QUESO TO CHOCOLATE CHIP COOKIES INCLUDED IN DISTRICT CLERK COOKBOOK NOW AVAILABLE

Just in time for holiday festivities, the District Clerk’s cookbook is available. Full of dozens of recipes for everything from chili and cheesecake to crab cakes and cookies, the cookbook will provide lots of new recipes for the parties and family gatherings ahead or make excellent gifts at just five dollars each.

Brittny Owens produced the cookbook, collecting individual recipes from District Clerk deputies department-wide, then formatting them, assembling the pages and binding the books. This special project, which is expected to generate a significant amount of money for the Benevolence Fund, would have been impossible without Brittny’s months of effort and her many skills.

“We encouraged participants to choose easy and inexpensive recipes because we know that every one is budget-conscious now, but we also wanted the cookbook to show that “delicious” doesn’t have to be “expensive,” says Brittny.

The tasty recipe below for a delicious enchilada casserole is just one example of the crowd-pleasing, cook-friendly recipes found in this book. But along with all-time main-stream favorites like Mississippi Mud Cake, cooks will find some unusual contributions like Maria Sanchez’s Puerto Rican sweet rice pudding handed down through her family as a traditional holiday delicacy.

ENCHILADA CASSEROLE

INGREDIENTS:
1 pack 6” tortillas (flour or corn)
2 can chili (bean or no bean)
1 lb hamburger meat
1 small onion
1 large pack shredded cheese (your choice)
1 cup lettuce
1 cup chopped tomatoes
1 tub sour cream
1 small jar picante sauce

DIRECTIONS:
Pre - heat oven to 350

Brown hamburger
Grease an 8x13 baking pan
Layer tortilla shell on bottom
1st layer
Layer 1/2 of hamburger
1/2 chopped onions
1 can of chilies
1/2 of the cheese
Top with another layer of tortilla
2nd layer
Same as first
Bake for 35-40 minutes or until cheese is melted
Take out of oven
Top with lettuce and tomatoes
Picante sauce
Sour cream
Enjoy-----prep time about 10 minutes cook time 24-40 minutes

Submitted by: Dorothy Lankford

To order your cookbook, contact one of these members of the Benevolence Committee: Carol Langley, Dondra Gray, Dorothy Lankford, Felicia Pitre, Lela Robinson, Mary MacDonald, Paula Burch, Terri Kilgore, Bo Jackson, Nattie Bryant, Maryesther Petton and Brittny Owens.

Happy cooking!

HOME

CLERKS INVITED TO ATTEND COMMISSIONERS COURT EACH WEEK IN NEW PROGRAM

Posted by: Marsha Bills

Patricia Elliott, a long-time clerk in Document Production, asked Special Assistant Felicia Pitre what happens in Commissioners Court each week. With that question began an idea to create a program in which one deputy office-wide will be randomly selected to attend Commissioners Court each week to observe the proceedings. During the last week of each month, four names will be drawn from all deputies in every section of the District Clerk’s office; then those four individuals will be notified about the date on which they are invited to attend. Deputies may decline or accept the invitation, with their supervisor’s approval.

“We think this is a productive way to expand our deputies’ knowledge about how decisions are made that effect all Dallas County departments, not just ours,” says Ms. Pitre. “As in most large organizations, our employees come to work every day and do their prescribed responsibilities, getting only a small view of a much larger picture, especially after years of working in the same department.”

Ms. Elliott, who attended on Tuesday, October 27, found the experience more than she expected. “Decisions that the court makes affect me in a personal way because I’m a Dallas County taxpayer and I wanted to know how my money is being used. The Court also makes decisions affecting our jobs and benefits such as insurance and DART passes,” says Ms. Elliott.

”I also heard for the first time commendations the Court gives organizations in the County, such as a successful charter school that’s exceeding expectations for the students in Oak Cliff. Additionally, I learned that any group or individual who wants to address the court must apply and be approved in advance to get on the agenda. The court has to unanimously agree before that group or individual may speak.”

“I encourage all employees to attend in order to learn more about what’s going on in the County beyond their jobs because they would really appreciate the knowledge they learn during the session. Komen Run for the Cure take place. In the District Clerk’s office, employees are joining in the effort by wearing pink ribbons on Wednesday, October 21 and October 28. The first pink ribbons were donned by file desk staff including, from left to right, Anita Freeney, Paula Burch, Franchesca Zarate and Bernita Jefferson.

All employees are encouraged to see their supervisors today to get their pink ribbons to wear throughout the remainder of the month. Additionally, for two dollars – which will go to the Benevolence Fund -- employees can wear jeans on
Wednesdays and are urged to wear pink to enhance even greater awareness.

Great strides have been made in the early detection and treatment of cancer as millions of women nationwide have learned about the critical need for self-examination, regular mammograms and the appropriate treatment for the numerous kinds of cancer that occur. But to sustain that progress, a constant vigilance and increased research are needed. So become a part of the cure by wearing pink ribbons this month and wearing pink this Wednesday.

<a WITHIN HOURS RATHER THAN DAYS

In a legal process that, prior to the instigation of digitized records, would have taken days, four different law enforcement agencies in North Texas were able to communicate with electronic documents and pick up a man against whom a protective order has been filed in a protracted divorce.

According to Records Manager Stan Tungate, the Kaufman County Sheriff’s office contacted him at 8:30 am, September 24, to verify the existence of a protective order a woman now living in that county was seeking to have enforced.

Within five minutes, Mr. Tungate had located the digitized order, emailed it to the Kaufman County authorities, who in turn were able to issue a warrant for the man’s arrest, and Dallas County constables picked up the man within hours.

“This speedy resolution to a potentially violent confrontation illustrates the way the electronic management of court records is supposed to serve law enforcement agencies and the public,” adds Mr. Tungate. “Before digital records, we literally would have had to search by hand in courts, case records and other locations, then fax or mail documents necessary to produce the result we got in a matter of minutes.”

<a DIGITAL COURT MANAGEMENT

One of the primary goals of District Clerk Gary Fitzsimmons’ administration has been the streamlining of the District Court system through the use of technology.

In addition to his wide-spread advocacy of eFiling while addressing a broad range of attorney groups, Mr. Fitzsimmons has also been working with judges in the civil, family and criminal courts to promote digital court management and increase understanding about the benefits of digital courts.

In August, the District Civil Courts took a giant leap towards becoming paperless as all eFiled civil documents began being digitized as they are filed, becoming available to the courts within hours, rather than days.

Mike Griffith, president of TexasOnline, the District Clerk’s partner in providing eFiling and other electronic case management to customers and the judiciary, made a special presentation to District Civil judges at a luncheon hosted by Mr. Fitzsimmons on September 23.

Guests at the luncheon, shown in the photo from left to right, included District Judge Martin Hoffman, County Civil Manager Sandra Sifford and County Judge Ken Tapscott. Because the progress of a case, the prosecution of a felon or the reputation of an individual can all be at stake at the same time, Charlotte feels a special commitment to providing the highest level of accurate and timely service each day.

Skills she learned working at the Dallas Public Library’s downtown branch have served her well, brining the resourcefulness and attention to detail she learned in that job to her position in Records.

Charlotte says that the most rewarding aspect of her work is knowing that she has helped a wide range of people do their jobs more efficiently with courteous and professional service.

She admits that the constant and growing demand for records with the same amount of staff to fill requests can be daunting, but says that meeting that challenge is what makes her job worthwhile. “I consider myself to be a hard worker, which gives me pride in myself, and the appreciation expressed by others makes it even more rewarding,” adds Charlotte.

Just as Charlotte adapted skills learned at the library and from school to her job in Records, she believes that all deputies need to learn all they can about what is going on around them, even if it doesn’t seem to apply to their own job, because every bit of knowledge strengthens every team and department.

Born and raised in Dallas, Charlotte enjoys watching movies and spending time with her family, especially her two sons, Exzavian and Erias.

HOME

Supervisor Spotlight- ANNE ERWIN

Posted By: Marsha Bills

ANNE ERWIN HAS ENRICHED DISTRICT CLERK’S
OFFICE WITH HER CAREER OF SERVICE, EXPERTISE
<img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;width: 193px; height: 200px;" src="http://4.bp.blogspot.com/_wVY2zm-wnY8/SrvFGuNYDVI/AAAAAAAAADA/atHz5CeEgJI/s200/anne.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5385114498725580114" />
Since 1982, Anne Erwin has demonstrated her characteristic diligence, determination and ability to learn a vast array of skills and knowledge in the District Clerk’s office.

Within a year of her hire as a front desk information clerk, she was promoted to a position at the civil file desk. It's a very good feeling that justifies my extra effort to continue to give the highest level of service I can, using everything I’ve learned.”

Anne has shown great strength and an exemplary work ethic by assuming each knew career challenge, even at a time when, as a single parent with two day-care age children, she lived paycheck-to-paycheck. “I’ve been extremely fortunate to have a work environment that inspired me to keep setting and achieving new goals,” says Anne. “During my 27 years, I have never dreaded coming to work, and that is a blessing in any one’s life.”

Looking back on her career, she says she would offer this advice to new clerks: “Time flies. If you work hard, possess strong work ethics, and always give more than what is required, you will enjoy a fulfilling career with Dallas County.”

As for her own path through the years, she says that by far the most exciting change in which she has participated is the Digital Courts project. “Having seen how we once had to operate, I cannot express how gratifying it will be to retrieve documents at the touch of a button. We won’t have to dig through dusty shelves of heavy minute books, wait for weeks for the warehouse to find something, or have to run all over the building looking for a file. This is truly a huge step for Dallas County.”

A native of Dallas, Anne graduated from Hillcrest High School, attended Texas Tech and began her career with the District Clerk when she was 21. Anne plans to retire on her 30th anniversary when she and her husband Jeff Eubanks, a retired probation officer from Dallas County, will move to their farm in Fannin County and enjoy their horses, cattle, gardening and farming.
“The District Clerk's office has made it a pleasant journey as I await trading in my heels and hose for boots and Wranglers.”

HOME

CIVIL FILE ROOM NAMED IN HONOR OF DALLAS COUNTY PIONEER PEARL SMITH

Posted By: Marsha Bills

<img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;width: 290px; height: 320px;" src="http://1.bp.blogspot.com/_wVY2zm-wnY8/SrFHgRSojTI/AAAAAAAAAC4/FizRNkjkp-Q/s320/gfpscc.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5382161649407397170" />
Following the reading of a resolution by Commissioner John Wiley Price on Tuesday, September 15, the Dallas County District and County Civil File Room became the Pearl Smith Civil File Room in honor of the first and only woman district clerk in the county’s history.

Ms. Smith, who had gained wide recognition when she was appointed as Dallas’ first woman deputy sheriff during Prohibition and was frequently photographed for newspaper articles about her activities, went on to become the first woman election judge as well.

In 1938, after almost two decades of service to Dallas County, she ran a successful grass-roots campaign that included active Pearl Smith Clubs across the County, and in January, 2009, was sworn into office by Sarah T. Hughes, the first woman state district judge.

Descendents of Pearl Smith joined current District Clerk Gary Fitzsimmons in Commissioners Court, at the Old Red Museum where a small exhibit of memorabilia from her public service is on display, and finally in the George Allen Courts Building for the unveiling of the sign.

In addition to family members, a dozen students from the Irma Rangel Young Women’s Leadership School attended the event and were later special guests in the courtroom of Judge Emily Tobolowsky where they heard testimony in a wrongful death suit.

“We hope that hearing the life story of Pearl Smith, who pursued her own dreams for what she could become, along with seeing a woman judge presiding over a compelling trial will inspire these young women to pursue lives of public service and leadership,” says Mr. Fitzsimmons.

HOME

ONLY WOMAN DISTRICT CLERK, PEARL SMITH

Posted By: Marsha Bills

ONLY WOMAN DISTRICT CLERK, PEARL SMITH,
IS SUBJECT OF OLD RED MUSEUM EXHIBIT

Until the end of September, Old Red Museum is featuring a case of memorabilia illustrating the remarkable pubic-service career of Pearl Smith, Dallas County’s only woman District Clerk. She served in that post from 1937 through 1945, but was a ground-breaking and colorful figure before that time: she was the first woman deputy sheriff, the first woman election judge, and the first woman deputy constable.
<img style="float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 179px; height: 200px;" src="http://4.bp.blogspot.com/_wVY2zm-wnY8/Sp_EhwJTqbI/AAAAAAAAACw/s3UpTjSlrDE/s200/pearlblog.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5377232564242327986" />
The accompanying photo shows one side of the display case, which features a photo of Pearl and her identical twin Ruby, who frequently filled in for Pearl at public functions. Also displayed is a photo of Pearl being sworn in as the first woman District Clerk by the first woman District Judge Sarah T. Hughes, made famous later when she swore in Lyndon B. Johnson as President following the assassination of John F. Kennedy aboard Air Force One.

Another old newspaper photo shows Pearl, known for her frugality and resourcefulness, using a wheel confiscated from an illegal gambling operation for the selection of potential jurors. Another part of the case features a photo of Pearl in a room full of male deputy sheriffs with confiscated boot-legged liquor.

“We deeply appreciate the cooperation of Pearl Smith’s family in locating and reproducing this material and the work of curators at Old Red who created this display featuring some of the accomplishments of this Dallas County pioneer,” says District Clerk Gary Fitzsimmons.

HOME</h2

E-FILER OF THE QUARTER

Posted by: Marsha Bills

BRIGIDA RODRIGUEZ, E-FILER OF THE QUARTER, IS
A VIBRANT EXAMPLE OF THE AMERICAN DREAM

<img style="float:left; margin:0 10px 10px 0;cursor:pointer; cursor:hand;width: 182px; height: 200px;" src="http://1.bp.blogspot.com/_wVY2zm-wnY8/Sp1lFfgsGRI/AAAAAAAAACo/K7FQf2H2ptE/s200/rodriguez.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5376564675182598418" />
Born into a family of eight children in San Antonio, Brigida Rodriguez was the first child in her family to go to college. Her family members were migrant farm workers and the children learned at an early age that hard work is part of life. After her own children left home, Ms. Rodriguez decided to return to school. She and her husband decided it was time for an adventure of their own and chose Hamline University School of Law in St. Paul, Minnesota. “While we enjoyed a complete change of environment, we are glad to be back in Texas where I have many contacts and opportunities,” says Ms. Rodriguez.

Ms. Rodriguez formed her firm with Debra White to create Rodriguez White PLLC about four years ago. The firm’s primary practice area is family law, but it also handles criminal defense cases and state parole issues. She built her practice by placing an ad in a local newspaper that generated business. Even though she did not advertise for family cases, she was not in a position to turn down clients, so she became familiar with the Family Code quickly and has been practicing family law steadily.

After Ms. Rodriguez read about the conveniences offered by eFiling in a legal publication more than a year ago, she called ProDoc and took the company’s free one-hour training course during lunch and set up her account, which has become an integral part of her practice.

Having her own firm, she is acutely aware of how important it is to use every way possible to save time and money. As her father always told her, "No es ganarlo -- es saber gastarlo," which means, "It is not in earning -- it is knowing how to spend it." With eFiling, Ms. Rodriguez knows she is serving her clients in the most cost-effective way available. “As all attorneys know, time is money, and eFiling gives us a critical tool to save time and money for ourselves and our clients,” says Ms. Rodriguez.

”Offering attorneys the ability to meet deadlines and to have remote access to the filing process are two of the most valuable assets eFiling offers,” she adds. “Being able to file from any location at any time is a real stress reducer in a world full of deadlines and professional and personal obligations. With a busy schedule, it is a relief to be able to file a pleading when I’m thinking about it rather than waiting until I get back to the office and get tied up with other issues. And there are only so many hours in a day, so it’s critical to use my time effectively to benefit everyone.”

“I would recommend e-Filing to other attorneys who might be hesitant to use the electronic method instead of the traditional paper method because of Bernita Jefferson and Tonya Pointer at the District Clerk’s eFiling Desk. I actually have their numbers on my cell phone,” says Ms. Rodriguez. “ Change is difficult for some, especially the ‘computer challenged,’ so it was a relief to discover that help is always available without being transferred from extension to extension. I really value the relationship I have developed with these clerks who help me make the most of eFiling.”

HOME

Employee Spotlight- Deniece Asberry-Hughes

Posted By: Marsha Bills

Criminal Court Clerks’ Excellence Reflects
Dedication, Knowledge of Deniece Asberry-Hughes

For almost two decades, Deniece Asberry-Hughes has been teaching clerks in the District Criminal Courts how to do their jobs. But she passes along more than technical knowledge: She shares wisdom about life and the people the courts serve after observing hundreds of families whose lives have been torn apart by tragic circumstances. During her 19 years in the District Clerk’s office, she has risen from a court clerk to chief clerk and then to the position of Criminal Court Trainer, which she holds today. Prior to joining the District Clerk’s office, Deniece served in the Dallas County Sheriff’s office for five years.

“One of the greatest rewards of my job is becoming knowledgeable about the law in general and criminal law specifically,” says Deniece. “I take great pleasure in being at the center of where the criminal justice system is at work every day. I love meeting new people and it is very gratifying to me to know that I can help people by just being kind to them as they approach the counter for service or simply by speaking to customers and colleagues as we meet.”

“Every workplace involves certain challenges that come with each job,” adds Deniece. “In addition to those challenges, it is difficult sometimes to see first-hand how crimes such as theft and drugs affect the persons involved, including their families. I find myself privately sympathizing with them in their pain, especially those who lose loved ones, realizing that no sentence rendered from either judge or jury will take away their pain or bring back their loved one,” comments Deniece. “I also have learned that in the completion of the criminal law process, there are no winners: criminals, even though they may be guilty, lose their freedom and victims lose their most prized possession, their sense of well-being.”

But Deniece says there are positive effects of her job because it makes her enjoy her own happiness and treasure all the good times in her life. Born and raised in Dallas, Deniece graduated from DISD’s Business and Management Center High School. For her, two of the most important events in her life have been her marriage in 2000, in which she gained a step son, and witnessing the election of the nation’s first African-American President. This landmark achievement was made possible by a team of District Clerk staff that digitized almost 11,000 documents in two days, a Herculean task.

Documents in all pending cases in this court are now digitized, and from this point, all new documents will be as well. This will enable Judge Rick Magnis, in whose court the program is being tested, to view documents from the bench, and will make these documents available to attorneys in the defense workroom and in the court hall way, as well as to court staff.

Additionally, members of the media and the public will be able to view documents on courthouse computers, saving time by not having to go through the records department or court clerks to retrieve information.

District Clerk staff who worked during the weekend of August 15 and 16 to prepare for this milestone included: Kelly Barnhart, Miriam Broadway, Christopher Brown, Tina Cooper, David Daniels, Monica Davis, Anne Erwin, Virginia Etherly, Bo Jackson, Fae Lilley, Michael Linarez, Barbie Murphy, Ana Reyes, Jesusita Tovar, Stan Tungate, Tanya Varnado and Catherine Walters.

This team, which included our Chief Deputy, managers, supervisors and clerks, demonstrated the dedication it has taken to achieve this milestone in the history of Dallas County courts.

HOME

Joint Christmas-In-July Toy Drive

Posted by: Marsha Bills

Joint Christmas-In-July Toy Drive Held by District
Clerk Benevolent Committee and Facilities a Success

Thanks to members of the District Clerk Benevolent Committee, volunteers from Facilities and Maintenance, and all who generously donated, the departments’ second annual Christmas-In-July toy drive has been successfully completed.
<img style="float:right; She so impressed her supervisors that she is now lead clerk in the 162nd Civil Court.

Despite the hectic pace at which court clerks work every day, Cheryl says she really enjoys her co-workers, and even though they are always working to do their jobs to the best of their ability, they also try to have fun and enjoy each other.

Trying to be compassionate and understanding is the key to dealing successfully with both customer and colleagues, remembering that most customers who come to court are in the midst of problems, says Cheryl.

She also believes that her work in the courts gives her a broader perspective on her own blessings – including a happy marriage and three children – and she makes a genuine effort with each contact to treat every one as she would want to be treated.

Born in Houston and raised in Dallas, Cheryl attends church regularly and tries to enjoy each day with husband and her sons David, 11, and Jonathan, 5, and daughter Judith, 1.

With her bright smile, excellent work ethic and a life balanced by family, Cheryl is poised to continue her success serving in the District Clerk’s Office.

HOME

Department Spotlight- TAC

Posted by: Marsha Bills
<img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;width: 200px; height: 122px;" src="http://4.bp.blogspot.com/_wVY2zm-wnY8/Snbi2Z3KR8I/AAAAAAAAABY/OaLB9qwpiOI/s200/TAC.jpg" border="0" alt=""id="BLOGGER_PHOTO_ID_5365725430341584834" />
Trust and Accounting Division Is Focused On
Programs to Increase Revenues for District Clerk

Trust and Accounting Manager Leonard Blackwell and his team have been particularly busy in the past month implementing a new web-based Interactive Voice Response (IVR) project called Global Connect, which will have a great impact on the operations of Trust and Accounting, and the Civil/Family and Criminal Divisions.

Global Connect’s main purpose is to help the District Clerk’s Office collect revenue and assist customers by providing information about court costs and fees that due, court dates, and other information, which will in turn reduce the number of calls each division currently receives. This reduction in time-consuming communication will allow each division to focus more time on collecting outstanding costs, fees, and fines.

With the help of the Collection Supervisor Carla Barclay and her employees, County IT and OSI/NCO, which is the County’s new collection vendor, the section is in the process of increasing efforts to collect outstanding court costs and fees owed to Dallas County. To support that effort, a new automated collection platform is also being reviewed.

Also, the section is testing its new 1099 financial software that will allow the section to generate 1099s, which are Interest Income forms sent to customers at the end of the year for invested accounts with TEXPOOL. This testing is in anticipation of September 1, 2009 when a new law will be enacted, enabling the Trust Section to move funds from the court registry where they currently earn no interest to interest-bearing accounts.

The team is also in the process of updating its web page to include more forms, an improved online customer survey for each section, and advice to help customers get information about submitting cost bills, wiring funds to, and other information to support customer service and section operations.

HOME
